  • ½ cup flour
  • ½ teaspoon chili powder
  • ½ teaspoon salt
  • ¼ teaspoon pepper
  • 2 eggs
  • 2 tablespoons water
  • ⅔ cup shredded sweetened coconut flakes
  • ⅔ cup panko bread crumbs
  • Oil for frying

Instructions
