In a bowl, whisk together sesame oil, peanut butter (or tahini), soy sauce (or tamari), rice vinegar, lime juice, honey, chili crisp, grated ginger, salt, and pepper to make the dressing.
Chop all vegetables—shred cabbage, slice cucumber and bell pepper, grate carrots.
In a large bowl, combine crispy rice with veggies. Drizzle dressing over the top and toss gently.
Serve immediately topped with sliced green onions and toasted sesame seeds.
